Peshawar School Attack in Pakistan - Where we are moving????
The attack on innocent school children at Peshawar in Pakistan was a very shameful act by the Taliban. Its inhuman, very horrific and unimaginable act. How can they do this in the name of religion.
When I heard about the attack I was shocked. Even during war school and hospitals are not attacked. Looking at the images that came after the attack, my heart was bleeding.

My idea of right and wrong changed forever

It was the summer of 2009; college life was still in the honeymoon period. On a bright Monday morning, I sat all joyous and excited in the classroom, waiting for life’s first interview assignment. However, within an hour, it changed to a strange feeling; a blend of fear, uncertainty and reluctance. The task was to visit a sex worker from Sonagacchi (Asia’s largest brothel) and know her story. ‘Red light area’-I murmured to myself. What was it like? What about the women who live there? Why are they there? How do they look? How do they talk? Would I be safe?
In another hour, I was sitting face to face with a woman in her 40s. Swapna Das, she called herself. She looked liked those same familiar faces I see every day; only, a little more tired, with her dirk circles and wrinkles a bit more prominent. I didn’t know from where to start, which she understood and laughed. “Let me tell you my story”-she said, and looked straight into my eyes. I looked at her too, and for once, I felt, I’ve never seen so much of truth in anyone’s eyes before.
“I was 15, when my father got me married. He was an irregular earner, and even when he did, he spent most of it in his drinks. I remember girls from my neighborhood going to school; how badly I wanted to be one of them! Marriage is supposed to be showered upon a woman like blessings, but to me it came like a shock. But on the other hand, I thought, maybe this would save me from this life where I run short of everything. A nice family, loving parents, even enough food! Little did I know, I was getting married to another drunkard drug-addict beast, who would remember to practice the rights of a husband only when he needs sex.
We had no money, & I needed to earn. Therefore, I started serving as a maid in a family which lived in the same locality. The family consisted of the owner of the house, his son & daughter-in-law.
I was used to poverty, maltreatments from family members. BUT! Being sexually abused was something new which started taking place. Both the men in family would find excuses to touch me, and it soon turned to forceful molestations.
I was in need of money and couldn’t quit working. But I was scared too, the place wasn’t safe for me anymore. But then, where would I return? I had no reason to think that home was a batter place to stay. Scared and helpless, one day I decided to run away. One night when everyone fell asleep, I packed the little belongings and silently came out. I didn’t know where to go. But one thing I was sure of. I didn’t want to be caught. I started running.
Now I feel, I shouldn’t have run that way. May be a calm walk would’ve led me to some better place. That night, I reached the bank of Ganges in sometime. I could faintly recognize a slum. It was the Kumartuli Brothel, I didn’t know then. I waited there, till morning arrived. AND! Never could I escape from that place. Early morning, a man spotted me at the ferry, half asleep-half awake. I was innocent, and may be stupid enough, to tell him everything. I needed help. He was keen to ‘help me’, and even keener to help himself with some money. He took me to another woman. She lived in a strange house, with countless number of rooms, as small as cages.
Shibapratim Bagchi thought I was going to be hired as a maid again, and I wasn’t quite sad about it. However, only in a couple of hours, it was clear to me as soon as I was ordered to ‘dress well’ and stand at the door. I started crying, screaming, and begging to let me go. But this time, I failed. They locked me inside a room.
I know, we prostitutes are hated, disrespected, and often made fun of. When you criticize a woman for her rotten character, you compare her with us. How many of you know, that many of us treat our ill and aged parents with the money we earn? We send money, & the money is accepted. But, we aren’t allowed to show up in front family members. How many of you know, that many of us regularly donate money to various organizations who look after slum children? & many of you know don’t even know why we’re here. It is never our choice.
We’re often asked if given a chance, we would go back to the mainstream of society. The answer is a big NO. Your society has failed to give us education, family, livelihood. All it does is to act as a moral police at times. I sell my body, and I got enough guts to admit that. I don’t steal. I am not dishonest. I don’t beg for money either. I sell what belongs to me, is solely mine. I’ve two sons. One is 16 years old, another is 10. They don’ t know who their fathers are, but they definitely know who their mother is. I want to ensure proper education for them. When they grow up, they’ll understand that bringing them up wasn’t an easy task for me.
It’s funny how the same so called ‘gentlemen’ who visit brothels frequently, turn to honest and responsible family-men during daytime. It’s amazing how parents advice their children not to mix up or play with our children in schools, at play-grounds. It’s worth noticing how people look at us in public transports. Yes, it gives us a good feeling; for the fact, that we’re better as human beings, than a lot many. For the fact, that we won’t let our children grow up as mean minded personalities who can’t help but can only hurt. We’re glad we are not hypocrites.
When you write about us, Please write, that we don’t require sympathy from those who know nothing about our struggle. That would only make them great, and us, heinous creatures.”
P.S: From that day, my idea of right and wrong changed forever. Each word she spoke felt as if I was being slapped hard. Or may be, we all were; being slapped on our notions, on how we see, judge, conclude things. This, perhaps, was one of those thousand stories we’re unaware of. & neither do we try knowing. Our conventions have taught us to condemn them from surroundings, knowledge and even from our thoughts.
Just one little sensitive heart and a hand full of love could bring a change to your perspective next time.

Political Parties fail to implement RTI Act
CIC issues show-cause notices to six political parties for non-compliance hearing on Nov 21st
The Central Information Commission (CIC) has fixed November 21, 2014 for a hearing on non-compliance by six political parties of its full-bench verdict dated June 3 last year declaring six national political parties as public authorities under the Right to Information (RTI) Act.
The CIC, a statutory body, had held on June 3rd 2013 that the INC, BJP, CPI (M), CPI, NCP and BSP have been substantially financed by the Central Government under section 2(h) (ii) of the RTI Act. The criticality of the role being played by these Political Parties in our democratic set up and the nature of duties performed by them also point towards their public character, bringing them in the ambit of section 2(h). The constitutional and legal provisions discussed in the CIC decision also point towards their character as public authorities.
Accordingly, these political parties were directed to designate Chief Public Information Officers (CPIOs) and the Appellate Authorities at their headquarters in six weeks’ time. The CPIOs so appointed were required to respond to the RTI applications extracted in the CIC’s order in four weeks’ time.
However, it’s been more than 17 months since the CIC’s order and till now none of the six political parties has complied with the CIC’s order, nor has any of them taken any other recourse such as approaching the courts against the decision of the Commission, nor adopted any of the procedures for processing the RTI application as given in the transparency law.
This is a clear case of open defiance of a statutory authority by the six political parties and is not conducive to the functioning of a democratic society. This non-compliance has a very serious detrimental effect on the state of democracy in the country at large and has created a sense of cynicism and pessimism in the population at large, creating the impression in the minds of the people at large that the rule of law exists only for the common persons, and all institutions and people who enjoy some authority, formal or informal, and political parties in particular, are above the law.
This is an extremely serious consequence for our society and its detrimental impact can be catastrophic.
The hearing at the CIC is scheduled for 4:00 PM.

Black Money 123 Name of Account Holders
BJP govt shifting goal post to save face on black money foreign bank
account holders
In its latest turnaround, the BJP-led central government has now indicated that might disclose a limited number of names, cherry picked from the list of foreign bank account holders possessed by the government through formal/informal sources . This is clearly an exercise to save its face.
The central government’s move raises the following key questions:
1.Why only these 136 names ?
People of the country believe that the previous Congress-led UPA government had things to hide and blocked the disclosure of names. Now, with BJP government’s similar reluctance in sharing the names gives rise to a reasonable apprehension about its real intentions. By cherry-picking a set of names and concealing others, it has further confirmed the belief that the BJP is hell-bent on saving some of the influential people appearing in those lists. The truth is - there is no law in India or treaty with any country that stops the Indian government from taking action against the possessors of illicit money.
2. BJP playing politics on the issue ?
Two recent developments have confirmed that the BJP wants to play politics over theissue of black money, rather than solving it. First, is the central government’s turnaround on the non-disclosure of some names and second is the cherry-picking of names to scorepolitical points. The Aam Aadmi Party is of the clear view that anyone who possesses illicit money, irrespective of his/her affiliation with any political party, must be brought to book. Politics should not be played, rather the promise made by Mr Rajnath Singh of bringing back every penny of black money sitting abroad within 150 days of coming to power, and that of Mr Modi of attributing such money to every citizen to the tune of Rs.15-20 Lakh per person, should be worked towards.
3. Double Tax Avoidance Treaty is not the issue-A matter already settled by the Supreme Court
The Supreme Court in its judgement on 4th July 2011 after perusing the double Tax Avoidance
Agreement between India and Germany emphatically conveyed that there provision or hindrance
in the agreement that limits the disclosure of information. The SC also pointed, such a plea is
untenable as no agreement can limit infringe upon the principles laid down in our constitution.
Extract of para 58 of the judgement: “
The above clause in the relevant agreement with Germany would indicate that, contrary to the assertions of Union of India, there is no absolute bar of secrecy. Comity of nations cannot be predicated upon clauses of secrecy that could hinder constitutional proceedings such as these, or criminal proceedings”.
4. Intentional disregard of United Nations Convention Against Corruption (UNCAC)
India, Germany and Switzerland – all are signatories to the UNCAC which emphatically
empowers the two countries on following counts:

- UN Convention Against Corruption gives full sanction to make simple changes in the laws of our country to tackle black money menace permanently
- UN Convention Against Corruption overrides ‘bank secrecy laws’
- UN Convention Against Corruption empowers to freeze, seize and confiscate illicit money
- UN Convention Against Corruption on Mutual Assistance by different tax jurisdictions
- It is indeed surprising to see that the BJP government is disregarding the UNCAC, rather than using it to its benefit and prosecute those who possess illicit money.

Mahatma Gandhi as a lawyer
People know Mahatma Gandhi as a political leader, but few people know about his law practice in South Africa for 20 years.
I may mention about one of his earliest cases in Pretoria,when he had just started law practice, as a young man in his early 20s.
The case was a civil dispute between two businessmen of Indian origin settled in South Africa and doing business there, Dada Abdullah and Tyeb Seth. Gandhiji was the lawyer for Dada Abdullah.
I may now continue this narrative in Gandhiji's own words, in his book ' The Story of my Experiments with Truth ' :
" I saw that the facts of Dada Abdullah's case made it very strong indeed. But I also saw that the litigation, if persisted, would financially ruin both sides, who were relatives, and belonged to the same city. No one knew how long the case might go on.
I approached Tyeb Seth, and advised him to go for arbitration. I recommended him to see his counsel, and suggested that if an arbitrator enjoying the confidence of both parties were appointed, the case would quickly finish. The lawyers' fees were so rapidly mounting that they would devour the financial resources of both litigants, even though they were big merchants. Moreover, the case occupied so much of their time that they had no time left for any other work. In the meantime, mutual ill will was steadily increasing
I became disgusted with the legal profession. I felt that my duty was to befriend both parties, and bring them together. I strained every nerve to bring about a compromise. At last Tyeb Seth agreed. An arbitrator was appointed, the case was argued before him, and Dada Abdullah won.
But that did not satisfy me. If my client were to seek immediate execution of the award, it would be impossible for Tyeb Seth to pay the whole of the awarded amount, and there was an unwritten law among the Porbander Memons living in South Africa that death should be preferred to bankruptcy.
It was impossible for Tyeb Seth to immediately pay the whole sum awarded, but he meant to pay not a pie less, and he did not want to be declared bankrupt.
There was only one way. Dada Abdullah ( Gandhiji's client ) should allow him to pay in moderate instalments. He was equal to the occasion, and granted Tyeb Seth instalments spread over a very long period. It was more difficult for me to secure this concession ( from Dada Abdullah ) than to get the parties to agree to arbitration. But both were happy over the result, and both rose in the public esteem.
My joy was boundless. I had learnt the true practice of law. I realized that the true function of a lawyer was to unite parties riven asunder.
The lesson was so indelibly burnt into me that a large part of my time during the twenty years of my practice as a lawyer was occupied in bringing about private compromises in hundreds of cases. I lost nothing thereby, not even money, certainly not my soul.

Shibapratim Bagchi - A Mechanical Engineer, Now a Auto Driver
It was a Saturday afternoon when me, my cousin brother and sister-in-law took an auto from city market to rotighar,gandhibazar. While we were going in the auto, me and my cousin were discussing about an institute that offers engineering degree in two years. I asked my cousin the institute name but he was not really sure about the abbreviation.
He said its called some AIME or something. But the auto driver told the
institute was called AMIE. Later he gave us the complete information
about the institute, courses offered, number of subjects that were
offered in one year etc. I was shocked by the way he told us about the
institute. Later he asked about my academics. I told him that I
completed my engineering from BMS College of Engineering.
Then he asked me my specialization in particular. I told it was Industrial engineering and Management. Since many people will not be aware about my branch name, it is a routine for me to tell that my branch is related to Mechanical Engineering just that our course includes some MBA subjects as well. I wanted to tell the same to the auto driver.
Before I could complete, he asked me, "Oh IEM ah?". I was stunned. Who would expect an auto-driver to know all this. My mouth could not stop asking questions. I asked him " How do you know all these things?"
He told me that even he was a Mechanical Engineer who did his Diploma in Mechanical engineering, later finished his B.E. in Mechanical Engineering from JSS college of Engineering( one of the very good engineering colleges in Karnataka)two years back. Shibapratim Bagchi
Thats it. I don't even have words to describe my reaction when he told me this. I was completely shocked!! I asked how come he is doing this job instead of finding other jobs "meant" for engineers.
He told me, " Madam, there are so many people like me in this field. Destiny has made us to settle for this. And we are doing it. Even now, my professor keeps calling and tells me to do MTech. I feel that engineering what I have done is only useless. Why waste another 2 lakhs?"
I told him, "You can pursue Mtech. Then take up a lecturer job".
Shibapratim Bagchi told me, " Who pays for my Mtech? And even if I do Mtech I would get 25,000 as my initial salary. I'm getting the same now and I am ok with it. It is a waste if I am doing Mtech".
I could not answer his question. Yes I could make out that he had family commitments that is why he ended up taking up an auto-driver job. Also, I could see the frustration on his face for not getting a job with the qualification he had. I don't think he would have settled for this job without even trying for mechanical engineering jobs. Probably 10-15 years back nobody would have imagined an engineer becoming an auto-driver. Its not the destiny, but the existing job-market has made many engineers to settle for under-employment.
I guess he is a true #logicalindian who has accepted the fact and moved on in his life.
Story ended by me giving him a free advice to start doing something related to his academics.He nodded with a smile, probably which meant it could never happen!
Making a graduate "employable" is more important than just making a graduate. I hope, at least we may not have to see PGs like this in future.

Whereas it is necessary for preventing danger, obstruction or inconvenience to the public to regulate traffic of all kinds during the Panchami on 29.09.2014 (Monday), the Sasthi on 30.09.2014 (Tuesday), the Saptami on 01.10.2014 (Wednesday), the Astami on 02.10.2014 (Thursday), the Navami (03.10.2014) and during Durga Puja Immersion Days falling on 03.10.2014 (Dashami) (Friday), (if required), 04.10.2014 (Saturday) and 06.10.2014 (Monday) (after 20.00 hrs) and again during the Lakshmi Puja Immersion falling on 08.10.2014 (Wednesday), I, Surajit Kar Purkayastha, Commissioner of Police, Kolkata, in exercise of the powers vested in me under Section 115, 117, 122 & 126 M.V.Act. 1988 and Section 62, 62(1b) of Calcutta Police Act / 39, 39(1b) of Calcutta Suburban Police Act read with Rule No. 85, 86, 87, 88 & 93 of Rules for the Regulations of Traffic in Kolkata and Suburbs and under sub-section(1) of Section 4 of West Bengal Traffic Regulation Act, 1965 (W.B Act XV of 1965) read with Govt. of West Bengal Home (Transport) Department Order No.7605-WT, dt. the 20th July, 1965 and Govt. of West Bengal Transport Department Notification No. 3363-WT/3M-34/99, dt the 29th April, 1999, do hereby order that all classes of vehicles and all kind of traffic including pedestrian traffic to the following areas and all the following thoroughfares or portions thereof shall be regulated in the manner prescribed below :-
(These additional regulations shall remain in force during the days and hours specified in this order. All previous orders issued in respect of the areas and the roads, streets and thoroughfares or portions thereof, which are repugnant to that mentioned below, shall remain suspended during the period.)
During the Panchami on 29.09.2014 the Sasthi on 30.09.2014, the Saptami on 01.10.2014, the Astami on 02.10.2014 and the Navami on 03.10.2014 the following regulations shall be enforced:
(I) In the interest of public safety and convenience the movement of Lorries, Trailers, Light Goods Vehicles e.g. Matador Van/Tempo Van etc. shall be prohibited to ply within the city as follows :-

2) Galiff Street shall be “One Way” from West to East direction.
3) P K Mukherjee Road shall be “One Way” from East to West direction.
4) Except Pvt Cars and small vehicles, no other vehicles like Buses, etc. will be allowed to move towards south from Galiff Street and K V V Avenue upto Bagbazar and K V V Avenue.
5) The Bus Stand of Route No. S21, L14C and 2B shall be shifted to Southern Side of Galiff Street, inside Tram Depot from Girish Avenue.
6) The Bus Stand of Route No. 240, 3, 1C, 21 and 242 shall be shifted to P K Mukherjee Road.
7) The route of buses from Galiff Street shall be diverted towards east, Bidhan Sarani, Shyambazar 5 point crossing and for return journey these buses shall be diverted along 5-point crossing Bidhan Sarani, P K Mukherjee Road.
8) The route of buses from P K Mukherjee Road shall be diverted along P K Mukherjee Road, Galiff Street, Bidhan Sarani, Shyambazar 5 point crossing and for return journey these buses shall be diverted along 5-point crossing Bidhan Sarani, P K Mukherjee Road.
9) Vehicular Traffic along Lock Gate Fly over shall be One Way from North to South upto 22.00 hrs. After 22.00 hrs this will be South to North as and when required.
10) Dani Ghosh Sarani (Beadon Street) between APC Roy Road and Rabindra Sarani shall be "One Way" from East to West, as and when considered necessary.
11) Bagbazar Street between Bidhan Sarani and Girish Avenue shall be “One Way” from East to West as and when considered necessary.
12) Nimtala Ghat Street shall be “One Way” from East to West between Rabindra Sarani and Strand Road / Maharshi Debendra Road.
13) Buses of route No. 15 from Vivekananda Road / A.P.C Roy Road crossing shall take A.P.C. Roy Road, M.G. Road to Howrah on both Up and Down journeys on 30.09.2014, 01.10.2014, 02.10.2014 and 03.10.2014. Public service vehicles which take a turn towards the West from College Street and M.G. Road crossing by traveling from North along Bidhan Sarani shall be routed along A.P.C Roy Road, A.J.C. Bose Road and take M.G. Road for their destination towards Howrah Railway Station. Vehicle coming along College Street towards south should go straight towards south. No right turn on M G Road towards west.
14) North bound Buses of route No. 32 & 43 shall ply along Bentinck Street, Rabindra Sarani, Galiff Street, Cossipore Road and onwards. The same shall ply on return journey along B.T. Road, Bidhan Sarani, Bhupen Bose Avenue, J.M. Avenue, C.R. Avenue to Esplanade.
15) C.S.T.C. Buses of route No.11/A shall ply along A.P.C Roy Road (from Shyambazar), Vivekananda Road, C R Avenue, M G Road in both Up and Down journeys during the Puja days i.e. from 30.09.2014 to 03.10.2014 from 15:00 hrs. to midnight or late.
16) Buses of route No. 34 and private buses of route No. 219, 240, 237/1, 217A, C-6 and mini buses of Route Howrah-Nimta shall not ply along Bidhan Sarani from 15:00 hrs. till past midnight from 5 point crossing on all the Puja days or as and when considered necessary by the police on duty. These Buses shall be diverted along A.P.C. Roy Rd, Vivekananda Road, Bidhan Sarani, College St. and onwards, if considered necessary by the police on duty.
17) Pvt. Buses route No. 78/1, 234/1, 3C/2, 43/1, shall not ply along Bidhan Sarani from 15:00 hrs. till past midnight from 5-pt crossing on all the Puja days or as and when considered necessary by the police on duty. These Buses shall be diverted along Bhupen Bose Ave., J M Avenue, C R Avenue and onwards, if considered necessary by the police on duty.
18) Buses of route No. 2B shall ply along Bidhan Sarani on all the Puja days.
19) Mini Buses of route no. 5 and 17 shall not be allowed to enter Aurobinda Sarani from A.P.C. Roy Road and shall be diverted along A.P.C Roy Road and Vivekananda Road / Manicktala Main Road or APC Roy Road, Shyambazar 5 point crossing.
20) The terminus of private buses of Route No. 3 shall be shifted to P K Mukherjee Road. Buses will avail P K Mukherjee Road, Tala Bridge and B.T. Road during to and fro journeys.
21) No Buses and Mini Buses shall stop on Ultadanga Main Road between 15 No. Bus Stand and Aurobindo Setu.
21) Buses shall not stop on Vivekananda Rd from Balaram Dey Street to Ramtanu Bose Lane.
22) Auto Rickshaws shall not be allowed to move towards west along Aurobinda Sarani from A P C Roy Road and Aurobinda Sarani crossing, as well as from Grey Street and J M Avenue, as and when required.
23) Jadu Lal Mullick Road shall be “One Way” from North to South and when required may be suspended.
24) CSTC buses plying along Manicktala Main Road between Kankurgachi and E M Bye Pass will avail Kankurgachi crossing, CIT Road, Bagmari Road to E M Bye Pass for up and down journey.
25) Auto Rickshaws of Rt. Kankurgachi to Karunamoyee shall be shifted to Ramkrishna Samadhi Road from Manicktala Main Road and avail Manicktala Main Road, CIT Road, Ramkrishna Samadhi Road, Jagadyan Lane to E M Bye Pass for up and down journey.
26) Taxies will not be allowed to ply on Manicktala Main Road between CIT Road and E M Bye Pass.
27) Auto Rickshaws of Route Alambazar to Sinthi should be restricted at Tobin Road.
28) Mini Buses of Rt. Sinthi to Chetla should be shifted to Ghosh Para (near CESC office).
29) Aurobinda Sarani between APC Roy Road and J M Avenue shall be “One Way” from West to East.
30) No vehicles shall take right turn at M G Road and C R Avenue crossing from North to West and no vehicles shall take right turn at M G Road and C R Avenue crossing from M G Road from West to South and East to North, as and when considered necessary.

7) Bentinck Street and Amherst Street will remain open for South to North. College Street, Bidhan Sarani, Lock Gate Fly Over (till 22.00 hrs) will remain open for North to South. S N Banerjee Road and Beadon Street will remain open for East to west. Lenin Sarani and Keshab Chandra Sen Street will remain open for West to East.
8) Strand Bank Road between Cross Road (V) and Sovabazar Street shall be One Way from South to North.
9) Strand Road (N) and Strand Road between Nimtala Ghat Street and Kali Krishna Tagore Street shall be One Way from North to South and vehicular traffic will be diverted along M G Road.
10) Rabindra Sarani between Mahatma Gandhi Road and Kali Krishna Tagore Street shall be Both Way, if required.
11) Madan Mohan Tala Street between Rabindra Sarani and Jatindra Mohan Avenue shall be One Way from West to East.
12) Buses of route No. 3A, 3C, 3C/1, 3D, 47 & 47A, for Up journeys, shall take B.B.Ganguly Street, Amherst Street, M.G. Road and then to A.P.C.Roy Road as and when considered necessary by the police on duty.
13) Vivekananda Road between C R Avenue and Rabindra Sarani shall be made One Way from West to East. Similarly K K Tagore Street between Rabindra Sarani and Kalakar Street shall be made One Way from West to East, as and when considered necessary.

1) Darga Road shall be “One Way” from North to South, as and when considered necessary.
2) New Park Street shall be “One Way” from East to West from No. 4 Rly. Bridge to Cong. Exhibition Road crossing and upto 7 point crossing southern flank only as and when considered necessary.
3) Lake Road shall be “One Way” from West to East from Sarat Bose Road to Lake View Road
4) Kimber Street shall be “One Way” from North to South, as and when considered necessary.

10) Purna Das Road shall be “One Way” from West to East. If required, vehicles including buses and mini buses shall be diverted from Golpark towards West along Purna Das Rd, right turn to Jatin Bagchi Road to Rash Behari Avenue. Similarly, vehicles including buses and mini buses shall be diverted from Rash Behari Avenue towards East along Purna Das Road to Gol Park, i.e. portion of Purna Das Road in between Gol Park and Jatin Bagchi Road will be “Both Ways”.
11) Suburban School Road shall be “One Way” from East to West between Harish Mukherjee Road and Gopal Banerjee Road.
12) Sevak Baidya Road shall be “One Way” from East to West.
13) Motilal Nehru Road (from Hazra Road crossing), portion of Monohar Pukur Road and Lake View Road (upto Southern Avenue) shall be “One Way” from North to South.
14) If required, Motilal Nehru Road between Monohar Pukur Road and Rash Behari Avenue (near Priya Cinema) shall be “One Way” from North to South.
15) Monoharpukur Road in between S P Mukherjee Road and Sarat Bose Road shall be made “One Way” from West to East.
16) Broad Street shall be “One Way” from West to East.
17) Bondel Road shall be “One Way” from East to West.
18) Rifle Range Road between Broad Street and Bondel Road shall be “One Way” from North to South.
19) Garcha Road shall be “One Way” from East to West.
20) Chakraberia Road shall be “One Way” from East to West, as and when considered necessary.
21) Jatin Das Road in between Sarat Bose Road and Lake View Road shall be “One Way” from East to West.
22) Fern Road, Hindusthan Park Road & Jatin Bagchi Rd. shall be “One Way” from South to North.

27) Tilak Road shall be “One Way” from East to West, as and when required.
28) Ritchie Road between Ballygunge Circular Road and Hazra Road crossing shall be One Way from North to South and Earl Street shall be South to North (Lanes, by lanes leading to Earl Street should be No Entry for all vehicles except property line vehicles).
29) Palit Street between Sarat Bose Road and Richie Road shall be “One Way” from West to East.
30) Harish Mukherjee Road between Hazra Road and A.J.C. Bose Road may be “One Way” from South to North from 15.00 hrs.
31) Vehicular traffic approaching Park Circus Maidan from the West and South shall proceed around the Gyratory to Surawardy Avenue, Darga Road, No. 4 Rly Bridge or New Park Street, Congress Exhibition Road. Vehicular traffic approaching from C.I.T Road shall proceed along Darga Road, No. 4 Rly Bridge or New Park Street, Congress Exhibition Road and Syed Amir Ali Avenue, as and when considered necessary.
32) Entry into Orient Row shall be prohibited from New Park Street, as and when considered necessary.
33) Right Hand Turn from R.B. Avenue into Sarat Bose Road (Lansdowne Road) towards North and South shall be allowed as and when possible.
34) Entry into Balaram Bose Road shall be prohibited from Harish Mukherjee Road.
35) No Bus shall stop on Hazra Road between Priyanath Mullick Road and Harish Mukherjee Road.
36) Buses of route No.42 shall move along Sarat Bose Road (Lansdowne Road) and Meghnath Saha Sarani (Southern Avenue) and then to S.P.Mukherjee Road for South bound journeys and move from S.P.Mukherjee Road and Hazra crossing towards East along Hazra Road and then on to Sarat Bose Road for North bound journeys, as and when considered necessary by the police on duty.
37) South bound vehicles on Gariahat Road except Buses and Mini Buses shall be channelised via Hazra Road, Sarat Bose Road, Southern Avenue, in case of extreme necessity.
a) Auto Rickshaws shall not be allowed to ply towards North beyond Sukanta Setu. They should be diverted from Sukanta Setu and take ‘U’ turn from further south.
b) Auto Rickshaw coming from Golf Green shall not be allowed to ply along Prince Anwar Shah Road. They will also not be allowed to take ‘U’ Turn at Lords Bakery, ‘U’ turn should be taken from further South.
c) Auto Rickshaws shall not be allowed to ply along entire stretch of Rash Behari connector including Bijon Setu from Ruby Hospital to Bijon Setu in both the directions. They will be diverted from Rubi towards Siemens, Rubi Park, Rajdanga Main Road, B B Chatterjee Road upto R B Connector via any artillery roads.
d) Auto Rickshaws coming from Alipore Road shall not be allowed towards East from Chetla Central Road crossing and Alipore Road crossing.
e) Auto Rickshaws shall not be allowed to ply towards North from D. P. Shasmal Rd & NSC Bose Rd crossing. They should be taken ‘U’ turn from Tollygunge Metro Stn. or further south.
f) Auto Rickshaws of Topsia to Park Circus route shall not be allowed to ply towards West from Eastern slope of No. 4 Railway Bridge. Instead their terminus will be inside Tiljala Road near Eastern slope of No. 4 Railway Bridge.
g) Auto Rickshaws shall not be allowed to ply towards North along Biresh Guha Street after Loha Pool.
h) Auto Rickshaws shall not be allowed to ply towards North along Syed Amir Ali Avenue beyond the crossing of Jhawtala Road.
i) Auto Rickshaws of Dharmatala to Park Circus route shall not be allowed to ply towards East beyond Karaya Road and Park Street crossing. Instead they shall take Karaya Road towards South, Shakespeare Sarani towards West and A J C Bose Road.
38) a) North Bound vehicles coming from South on Prince Anwar Shah Road, except Buses and Mini Buses, shall be diverted along Prince Anwar Shah Road, Lake Gardens Fly Over and further onwards, as and when considered necessary.
b) North bound Buses and Mini Buses which take left turn from Gariahat crossing for westward journey along Rash Behari Avenue shall be diverted along Gol Park, Southern Avenue, Sarat Bose Road, etc.
c) Autos should not be allowed to ply (i) along Hazra Road, (ii) Prince Anwar Shah Road (iii) Gariahat Road and Gariahat Road (South), (iv) Rash Behari Avenue and Rash Behari connector, (v) Prince Anwar Shah connector West of Ganguly Pukur, (vi) Bondel Road, (vii) S P Mukherjee Road, (viii) D P Sashmal Road, (ix) Tollygunge Circular Rd, (x) Chetla Central Road.
d) No Buses and Mini Buses, meant for Gol Park or Jadavpur or further South, shall be allowed to ply along Rash Behari Avenue towards East from Sarat Bose Road crossing. These Buses and Mini Buses shall ply along Sarat Bose Rd, Southern Avenue, Gol Park for Dhakuria Bridge.
39) The following Bus and Mini Bus termini shall be shifted :
a) Route No. 37, 47 and 47A from Dhakuria to Golf Green.
b) Route No. 240 from the crossing of Gariahat Road (South) and Prince Anwar Shah Road to Golf Green.
c) Route No. L-9, 221, from Gol Park to the western side lane of Vivekananda Park off Southern Avenue.
d) Jodhpur Park Mini Bus Stand shall be shifted to Prince Anwar Shah Road connector near Surya Sen Bhawan.
40) Private Buses of route No. 18 & 18A shall be diverted along Alipore Road, A.J.C. Bose Road, Munshi Prem Chand Sarani (St. Georges Gate Road), Strand Road to Band Stand on both Up and Down journeys.
41) Buses of Route No. 17 from Chetla to Howrah shall not be allowed to ply along Chetla Central Road, instead they may be diverted from Alipore State Bank.
42) Park Street and Shakespeare Sarani shall be “One Way” from West to East and East to West respectively from 13.00 hours to 24.00 hrs between AJC Bose Road and Park Circus 7 point crossing, as and when considered necessary.
43) If required, South bound vehicles along Gariahat Road shall be channelised through Gariahat Flyover from near Pantaloon Showroom, except Bijon Setu bound buses, mini buses and property line vehicles, which shall be allowed to proceed towards South along Gariahat Road beside the eastern side of Flyover from Pantaloon Showroom and take left turn to Rash Behari Avenue for eastward journey.
44) If required, North bound vehicles intend to ply towards Ballygunge Phanri from Golpark shall be channelised through Gariahat Flyover, except Bijon Setu bound buses and mini buses including property line vehicles, which shall be allowed to proceed towards north along Gariahat Road beside the western side of Flyover from Golpark and take right turn to Rash Behari Avenue for eastward journey.
45) No vehicles shall be allowed to take right turn from Rash Behari Avenue to Gariahat Road in the direction from East to West towards North. They shall be diverted towards south along Gariahat Road from Rash Behari Avenue and move around Golpark to take Gariahat Flyover for northward journey. Similarly, no vehicles shall be allowed to take Right turn from Rash Behari Avenue on to Gariahat Road in the direction from West to East towards South, but they shall be allowed to take left turn for northward journey along Gariahat Road.
Vehicles other than Buses and Mini Buses intend to ply towards North along Gariahat Road from Bijon Setu shall be allowed to avail Rash Behari Avenue, Cornfield Road, Swinhoe Street, Gariahat Road in case of extreme emergency.
46) Buses and Mini Buses shall not be allowed to ply through Swinhoe Street (Anil Moitra Road), Cornfield Road.
47) Vehicles coming from north of Kolkata along VIP Road & EM Bye Pass will avail CIT Road from Ultadanga crossing, Manicktala Main Road, Narkeldanga Main Road and Beliaghata Main Road to enter city and then proceed southward taking any of the main roads, like A.P.C.. Roy Road, A.J.C. Bose Road, C.R Avenue, J.L Neheru Road, Ashutosh Mukherjee Road, S.P.Mukherjee Road, D.P.Sasmal Road, Sarat Bose Road, Syed Amir Ali Avenue etc.
48) All small vehicles going to Bijon Setu and R.B.Connector from north will take left turn from Gariahat Road on to Swinhoe Street and follow Cornfield Road, Rash Behari Avenue etc.
49) In case of any emergent situation, like overcrowding and/or serious congestion along Rash Behari Avenue connector the “One Way” system along Ballygunge Place, Swinhoe Street will be reversed. Vehicles intend to come out from Rash Behari connector via Bijon Setu towards west, will be diverted via Rash Behari Avenue, Cornfield Road, Swinhoe Street, Gariahat Road or along Rash Behari Avenue towards west etc. and to avoid Rash Behari Avenue connector east bound traffic along Rash Behari Avenue from Gariahat Road crossing will be diverted towards south and/or north along Gariahat Road.
50) Bus Stand of Route 72 on Surawarthy Avenue will change their direction from the crossing of Dr. Sundari Mohan Avenue and Gorachand Road.
51) Bus Stand of Route 202, 24, 24A on Topsia Road shall be shifted to the connecting roads beside E M Byepass, if required.
52) Manoharpukur Road from S P Mukherjee Road to Sarat Bose Road will move towards West to East as and when considered necessary.
53) Nandalal Jew Road will move from East to West, as and when considered necessary.
54) No vehicles shall be allowed to take ‘U’ turn or Right turn on Prince Anwar Shah Road in between Jadavpur PS to Dhaka Kalibari, as and when considered necessary.
55) 3B Buses will proceed along north from Rash Behari crossing, instead of taking left towards R B Avenue further west.
56) Balmiki Road shall be “One Way” from East to West.
57) Priya Nath Mullick Road shall be “One Way” from South to North.
58) Buses of Route No. GL-3 (CSTC) and Mini Bus of Route Thakurpukur to Ultadanga shall ply along D H Road, Sahapur Road, D P Sashmal Road, S P Mukherjee Road, Southern Avenue, Gariahat Flyover, Amir Ali Avenue, Park Circus, Parama Island for northward journeys.
59) Buses of Route No. 76 and Nabadiganta to Taratala shall ply along E M Bye Pass, Parama Island, Park Circus, Syed Amir Ali Avenue, Gariahat Flyover, Southern Avenue, S P Mukherjee Road, D P Sashmal Road, Tollygunge Circular Road.
60) Buses of Route No. 42A shall be diverted from Ashutosh Mukherjee Road and Hazra Road crossing towards north along Ashutosh Mukherjee Road, AJC Bose Road, No. 4 Rly. Bridge, etc. and return route will be same.
61) Buses of Route No. 33 (CSTC) and Pvt. Buses of Route No. 204/1 shall be diverted from Ashutosh Mukherjee Road and Hazra Road crossing towards north along Ashutosh Mukherjee Road, AJC Bose Road, Surharwardy Avenue, CIT Road and return route will be CIT Road, Darga Road, New Park Street, Congress Exhibition Road, Circus Avenue, AJC Bose Road, Exide crossing, Ashutosh Mukherjee Road, Hazra Road.
62) Buses of Route No. 107 (Mini Bus) shall be diverted from Sarat Bose Rd and Hazra Road crossing along Sarat Bose Road, R B Avenue, Gariahat crossing, Bijon Setu, R B Connector on 29.09.2014 & 02.10.2014 and on 30.09.2014 & 01.10.2014 will be via Ruby Island, E M Bye Pass, Park Circus Connector, AJC Bose Road, Exide crossing, J L Nehru Road, Dharmatala, Howrah & return journey will be via J L Nehru Road, Exide crossing, Minto Park, No. 4 Rly. Bridge, P C Connector, Parama Island.
63) Buses of Route No. C4, C8, GL-3, Ultadanga to Taratala CSTC and Pvt. Bus 18B/1 and Mini Bus Route Satyabala to Kasba shall ply from 01.10.2014 to 03.10.2014 via Southern Avenue, Gariahat Flyover, Parama Island and via Hazra crossing, Ashutosh Mukherjee Road, Exide crossing, Parama Island.

70) Buses of Route No. C-14/1 (CTC) shall ply via Tollygunge, Gariahat Flyover, P C Connector, Parama Island on 30.09.2014 & 01.10.2014, for route C-2 shall ply along Gariahat, P C Connector, Parama Island on 01.10.2014 and 02.10.2014, for route VS-3 shall ply via Prince Anwar Shah Connector, E M Bye Pass on 01.10.2014 & 02.10.2014, for route VS-10 shall ply from Kudghat via Prince Anwar Shah Connector, E M Bye Pass on 01.10.2014 & 02.10.2014.

3) Picnic Garden Road shall be both way in between Eastern end of Bondel Road Fly Over and Chandra Nath Roy Road Crossing. (Burtala Crossing).
4) No vehicles shall be allowed to take ‘Right Turn’ on Sukanta Setu towards South Road. These vehicles shall take Avenue South Road and Park Terrace.
5) South bound Autos of Raja Subodh Ch. Mullick Road of Route Garia – Gol Park & Garia – Jadavpur shall not find entry along Raja S C Mullick Road from Sudakshina.
6 No Auto Rickshaws should be allowed to park near Bansdroni Govt. Colony Road and Roy Nagar Naskar Para Road crossing.
7) Auto Rickshaws shall not be allowed to ply along entire stretch of Rash Behari Connector including Bijon Setu from Ruby Island to Bijon Setu on both directions. Instead they will be diverted from Ruby towards Siemens, Ruby Park, Rajdanga Main Road, B B Chatterjee Road upto R B Connector crossing.
8) DPP Road in between NSC Bose Road to Sri Guru Sangha shall be ‘One Way’ from South to North or restricted for vehicular traffic, as and when considered necessary.
(E) S O U T H W E S T K O L K A T A
1) North bound Buses and Mini Buses of James Long Sarani shall be diverted from Diamond Park towards Diamond Harbour Road. If required, South bound Buses and Mini Buses along James Long Sarani shall also be regulated as and when considered necessary.
2) Auto Rickshaws stands along D H Road shall be shifted on the reserved Tram Track (Centre of the Road). These Autos shall be parked parallel to the kerb, not more than 5 numbers at a time.
3) Slow moving vehicles shall be restricted to ply, stand or park along D H Road/Biren Roy Road (W), Banamali Naskar Rd, Arya Samity Rd, Panchanantala Rd, M G Road, James Long Sarani.
4) Terminus of all Buses and Mini Buses on D H Road shall be shifted to State Garage.
5) No vehicles will be allowed to move along Banamali Naskar Road from West to East between Banerjee Para Road and D H Road.
6) No vehicles will be allowed to get entry along Arya Samity Road from D H Road crossing, except property line vehicles till 18.00 hrs.
7) Both bound Buses of Banamali Naskar Road shall be diverted along Taratala Road, CSTC Garage, Parnashee Jheel then to Parnashee Bus Stand and vice versa. Auto Rickshaws with passengers will be allowed to get entry from D H Road from East to West only. East bound Auto Rickshaws and property line vehicles along Banamali Naskar Road shall be diverted from Banerjee Para Road crossing then Pathak Para Road to D H Road and will terminate at western side of D H Road near the crossing of Banamali Naskar Road.
8) No vehicles will be allowed to ply inside Metro Park from Raja Ram Mohan Roy Road crossing.
9) M G Road will remain ‘One Way’ from North to South from Karunamoyee crossing to Banerjee Para Road crossing. Buses and Mini Buses from south to north will not be allowed along M G Road in between Banerjee Para Road and Julpia Road crossing. All the vehicles including Buses and Mini Buses may be allowed to ply towards south from Karunamoyee crossing to Banerjee Para Road crossing.
M G Road will remain both way in between Siriti More and Karunamoyee Bridge, Banerjee Para Road and M G Road crossing to Julpia Road and M G Road (Kabardanga More) crossing, except north bound Buses and Minibuses and Julpia Road and M G Road (Kabardanga More) crossing to D H Road and M G Road crossing (3A Bus Stand).
10) North bound Auto Rickshaws, Two Wheelers and Four Wheelers along M G Road will be diverted via Ustad Amir Ali Khan Sarani to Motilal Gupta Road towards Raja Ram Mohan Roy Road, B L Shah Road to Karunamoyee Bridge.
11) Buses/Mini Buses of Route No. 40A, 40B, 257, MS-1, Kalitala to Howrah (M. Bus) of M G Road, S-31, SD-4/1, 21 of Santosh Roy Road, which will be negotiated through Janakalyan Road may be diverted towards north from Janakalyan Road and J L Sarani crossing to avail Raja Ram Mohan Roy Road, M G Road to Karunamoyee Bridge for their north bound journey.
Return journey of Bus Route No. S-31, SD-4/1, 21 may be diverted along Raja Ram Mohan Roy Road from Siriti More, instead of M L Gupta Road, Santosh Roy Road and thence to Biren Roy Road (East) to D H Road.
12) Biren Roy Road East between D H Road and James Long Sarani will remain ‘One Way’ from East to West.
13) Janakalyan Road will remain ‘One Way’ from West to East from D H Road and all the buses (Routes 40B, 257, 40A, SD-4/1, 40, MS-1, Kalitala to Howrah M. Bus) will be negotiated through that road and will take right turn on to James Long Sarani and will go via Santosh Roy Road, Motilal Gupta Road, Raja Ram Mohan Roy Road, B L Shah Road to Karunamoyee Bridge towards North bound journey.
14) Mini Buses of Route Haridevpur to Howrah shall be terminated at the northern end of Karunamoyee Bridge.
15) Vehicles (except Buses/Mini Buses) along Motilal Gupta Road and Dharapara towards M G Road will be diverted via Metro Park to take Raja Ram Mohan Roy Road, etc.
16) Buses/Mini Buses/Auto Rickshaws will not find entry along Santosh Roy Road and will remain ‘One Way’ from West to East only for Pvt. Cars and property line vehicles from D H Road crossing.
17) CSTC Bus Terminus of Route 3A/1 shall be temporarily shifted to State Garage at Thakurpukur from Roy Bahadur Road (from Panchami to Navami).
18) Buses shall not be allowed to ply on Biren Roy Road (East) in between James Long Sarani and D H Road crossing on all the Puja days, as and when considered necessary.
19) Auto Rickshaws shall be restricted to ply along D H Road from 15.00 hrs onwards on all the Puja days.

(IX) Route to Ghats -
1) On Immersion days, route of Mysore Ghat, Keoratala Burning Ghats, Adi Ghat on the South of Hazra Road shall be via R.B. Avenue, Kalighat Road and Tollygunge Road.
2) On Immersion days, route to Ghats on Adi Ganga, North of Hazra Road, shall be as follows :
Hazra Road, Harish Mukherjee Road, Balaram Bose Ghat Road, Harish Chatterjee Street and go out by Harish Chatterjee Street and Hazra Road.
3) On Immersion days, vehicles carrying images shall proceed to the Ghats on the South Moorings (Strand Road) South of Gosthapal Sarani (Kingsway) via Gosthapal Sarani and Strand Road. After immersions the vehicles shall leave Strand Road towards South i.e. St. Georges Gate Road.
Similarly vehicles carrying images shall proceed to Baza and Kadamtala Ghat on Strand Road from Ghothapal Sarani and after immersion the vehicles shall leave Strand Road towards North.
4) Vehicles carrying images bound for Jagannath Ghat shall move along Vivekananda Road, K. K. Tagore Street and Cross Road No. 5.
5) Image carrying vehicles should not be allowed to ply on AJC Bose Road Fly Over.
6) On Immersion days, route of Kumartuli Ghat on the North shall be via Jatindra Mohan Avenue, Madan Mohan Tala Street, Rabindra Sarani, Durga Charan Banerjee Street, Strand Bank Road.
7) On Immersion days, route of Sovabazar Ghat, Ahiritola Ghat on the North shall be via Jatindra Mohan Avenue, B K Pal Avenue, Nimtala Ghat Street, Maharshi Debendra Road, Ahiritola Street, Strand Bank Road.
8) On Immersion days, route of Nimtala Ghat on the North shall be via Jatindra Mohan Avenue, B K Pal Avenue, Nimtala Ghat Street, Strand Bank Road.
From East and Central Kolkata for Nimtala Ghat, Ahiritola Ghat, Sovabazar Ghat shall be via C R Avenue, J M Avenue, Beadon Street, Nimtala Ghat Street, Strand Bank Road.
(X) Vehicular traffic shall be regulated in the manner indicated against each from 15:00 hrs. till immersion processions are over on 03.10.2014 (if required), 04.10.2014, 06.10.2014 and 08.10.2014.
1) Harish Chatterjee Street shall be “One Way” from North to South.
2) Balaram Bose Ghat Road shall be “One Way” from East to West.
3) Gosthapal Sarani (Kingsway) shall be “One Way” from East to West, likewise Kshudiram Bose Road shall be “One Way” from West to East.
4) Sovabazar St shall be “One Way” from West to East i.e. from Strand Bank Rd to Rabindra Sarani.
5) Beadon Street shall be “One Way” from East to West.
6) Nimtala Ghat Street shall be “One Way” from East to West.
7) Durga Charan Banerjee Road shall be “One Way” from East to West.
8) Strand Bank Rd from Nimtala Ghat St to Sovabazar St shall be “One Way” from South to North.
9) Ratan Babu Road shall be “One Way” from East to West.
10) Pramanick Ghat Road shall be “One Way” from West to East.
11) Vehicles carrying images coming to South side of Nimtala Ghat shall go out via Strand Bank Road and Armenian Ghat etc. Those going to Ghats North of Nimtala Ghat Street shall go out via Sovabazar Street.
12) No immersion processions will be allowed along C R Avenue & J M Avenue and along Vivekananda Rd towards West from C R Avenue crossing and on K K Tagore St, if required.
13) Vehicular Traffic along Regent Estate, Layalka Lane will be regulated as and when considered necessary. No immersion procession will be allowed to come from Regent Estate Library from North towards South, they will avail Layalka Lane – Raipur Road – Regent Estate.
14) No North bound movement will be allowed from Netaji Nagar side.
15) No immersion procession will be allowed to come towards Parnashree Jheel from North West Corner of the Pond, they will be diverted to take Banamali Naskar Road / Upen Banerjee Road thence to the Eastern side – Northern side – Western side- for dispersal. No Vehicular traffic will be allowed in the immersion route.
16) Strand Road between Cross Road V to Nimtala Ghat Street shall be “One Way” from North to South.
(XI) 1) Tram Cars and Buses on Bidhan Sarani, College Street and Rabindra Sarani shall be suspended from 15:00 hrs. onwards, as and when considered necessary by the police on duty.
2) North bound Buses along Bidhan Sarani shall be diverted via Vivekananda Road and APC Roy Road to the terminus and South bound Buses shall be diverted from Shyambazar 5 point crossing along APC Roy Road and Vivekananda Road according to the direction of the police on duty.
3) Buses of suburban routes now having terminus on Strand Road and Eden Gardens, Band Stand shall be shifted to Kiran Sankar Roy Road on 04.10.2014, 06.10.2014 and 08.10.2014 from 13:00 hrs. to 04:00 hrs. Likewise, the Buses having terminus on Kshudiram Bose Road shall also be shifted to the aforesaid road on the aforesaid dates and times.
On those days, they shall proceed via R R Avenue, Govt. Place East, B.B.D Bag (South), Hare Street, Strand Road and terminate on Kiran Sankar Roy Road.During the return journey, those buses shall move along Strand Road, Fairlie Place, around B.B.D Bag, Old Court House Street, Govt. Place East and then take normal route.
4) Up and Down journeys of Bus route no. 15 shall be via Howrah Bridge Approach Road, M.G.Road, C.R.Avenue, Vivekananda Road, APC Roy Road to destination. Up and Down journeys of Bus route no.11 and 11A shall be via Howrah Bridge, M. G. Road, Rabindra Sarani, Vivekananda Road and APC Roy Road to and from Howrah.
(XII) This year Navami and Dashami falls on the same day i.e. on 03.10.2014 and also the 1st day of Immersion. Therefore these Regulations may be changed as and when considered necessary on the day (03.10.2014) keeping in view of the above object.
(XIII) Buses plying along Paharpur Road will be diverted along Taratala Road and Garden Reach Road from 15:00 hrs. and till such time the police considers it necessary on and from 29.09.2014 to 04.10.2014, 06.10.2014 and on 08.10.2014 everyday.
Movements of Buses will also be restricted along Garden Reach Road and will either terminate at Ramnagar crossing or Kanchi Sarak from 15:00 hrs. on 03.10.2014 (if required), 04.10.2014, 06.10.2014 and 08.10.2014 in view of immersions at Bichalighat.
(XIV) VEHICULAR TRAFFIC MAY ALSO BE DIVERTED FROM ANY OF THE ARTERIAL AND FEEDER ROADS BY TRAFFIC POLICE ON DUTY AS AND WHEN CONSIDERED NECESSARY IN THE INTEREST OF THE PUBLIC ON 29.09.2014, 30.09.2014, 01.10.2014, 02.10.2014, 03.10.2014, 04.10.2014, 06.10.2014 AND 08.10.2014.
(XV) PEDESTRIAN TRAFFIC MAY BE REGULATED FROM ANY OF THE ROADS/ STREETS AND THOROUGHFARES WITHIN THE CITY BY POLICE ON DUTY AS THE SITUATION DEMANDS ON 29.09.2014, 30.09.2014, 01.10.2014, 02.10.2014, 03.10.2014, 04.10.2014, 06.10.2014 AND 08.10.2014.
(XVI) These regulations shall be enforced in addition to the other normal restrictions on those days, which are not repugnant to above.

(III) Vehicular traffic on the following thoroughfares shall be regulated in the manners indicated against each on the dates and times mentioned below :-

(A) N O R T H K O L K A T A
1) Rabindra Sarani between New CIT Road and Galiff Street shall be "One Way" from South to North, except for Tram Cars. Other vehicles shall be diverted by police according to necessity. If required all South bound vehicles, except Buses and Mini Buses, shall ply along Galiff Street, Ballav Street, Pal Street and R. G. Kar Road for 5-Point crossing.
2) Galiff Street shall be “One Way” from West to East direction.
3) P K Mukherjee Road shall be “One Way” from East to West direction.
4) Except Pvt Cars and small vehicles, no other vehicles like Buses, etc. will be allowed to move towards south from Galiff Street and K V V Avenue upto Bagbazar and K V V Avenue.
5) The Bus Stand of Route No. S21, L14C and 2B shall be shifted to Southern Side of Galiff Street, inside Tram Depot from Girish Avenue.
6) The Bus Stand of Route No. 240, 3, 1C, 21 and 242 shall be shifted to P K Mukherjee Road.
7) The route of buses from Galiff Street shall be diverted towards east, Bidhan Sarani, Shyambazar 5 point crossing and for return journey these buses shall be diverted along 5-point crossing Bidhan Sarani, P K Mukherjee Road.
8) The route of buses from P K Mukherjee Road shall be diverted along P K Mukherjee Road, Galiff Street, Bidhan Sarani, Shyambazar 5 point crossing and for return journey these buses shall be diverted along 5-point crossing Bidhan Sarani, P K Mukherjee Road.
9) Vehicular Traffic along Lock Gate Fly over shall be One Way from North to South upto 22.00 hrs. After 22.00 hrs this will be South to North as and when required.
10) Dani Ghosh Sarani (Beadon Street) between APC Roy Road and Rabindra Sarani shall be "One Way" from East to West, as and when considered necessary.
11) Bagbazar Street between Bidhan Sarani and Girish Avenue shall be “One Way” from East to West as and when considered necessary.
12) Nimtala Ghat Street shall be “One Way” from East to West between Rabindra Sarani and Strand Road / Maharshi Debendra Road.
13) Buses of route No. 15 from Vivekananda Road / A.P.C Roy Road crossing shall take A.P.C. Roy Road, M.G. Road to Howrah on both Up and Down journeys on 30.09.2014, 01.10.2014, 02.10.2014 and 03.10.2014. Public service vehicles which take a turn towards the West from College Street and M.G. Road crossing by traveling from North along Bidhan Sarani shall be routed along A.P.C Roy Road, A.J.C. Bose Road and take M.G. Road for their destination towards Howrah Railway Station. Vehicle coming along College Street towards south should go straight towards south. No right turn on M G Road towards west.
14) North bound Buses of route No. 32 & 43 shall ply along Bentinck Street, Rabindra Sarani, Galiff Street, Cossipore Road and onwards. The same shall ply on return journey along B.T. Road, Bidhan Sarani, Bhupen Bose Avenue, J.M. Avenue, C.R. Avenue to Esplanade.
15) C.S.T.C. Buses of route No.11/A shall ply along A.P.C Roy Road (from Shyambazar), Vivekananda Road, C R Avenue, M G Road in both Up and Down journeys during the Puja days i.e. from 30.09.2014 to 03.10.2014 from 15:00 hrs. to midnight or late.
16) Buses of route No. 34 and private buses of route No. 219, 240, 237/1, 217A, C-6 and mini buses of Route Howrah-Nimta shall not ply along Bidhan Sarani from 15:00 hrs. till past midnight from 5 point crossing on all the Puja days or as and when considered necessary by the police on duty. These Buses shall be diverted along A.P.C. Roy Rd, Vivekananda Road, Bidhan Sarani, College St. and onwards, if considered necessary by the police on duty.
17) Pvt. Buses route No. 78/1, 234/1, 3C/2, 43/1, shall not ply along Bidhan Sarani from 15:00 hrs. till past midnight from 5-pt crossing on all the Puja days or as and when considered necessary by the police on duty. These Buses shall be diverted along Bhupen Bose Ave., J M Avenue, C R Avenue and onwards, if considered necessary by the police on duty.
18) Buses of route No. 2B shall ply along Bidhan Sarani on all the Puja days.
19) Mini Buses of route no. 5 and 17 shall not be allowed to enter Aurobinda Sarani from A.P.C. Roy Road and shall be diverted along A.P.C Roy Road and Vivekananda Road / Manicktala Main Road or APC Roy Road, Shyambazar 5 point crossing.
20) The terminus of private buses of Route No. 3 shall be shifted to P K Mukherjee Road. Buses will avail P K Mukherjee Road, Tala Bridge and B.T. Road during to and fro journeys.
21) No Buses and Mini Buses shall stop on Ultadanga Main Road between 15 No. Bus Stand and Aurobindo Setu.
21) Buses shall not stop on Vivekananda Rd from Balaram Dey Street to Ramtanu Bose Lane.
22) Auto Rickshaws shall not be allowed to move towards west along Aurobinda Sarani from A P C Roy Road and Aurobinda Sarani crossing, as well as from Grey Street and J M Avenue, as and when required.
23) Jadu Lal Mullick Road shall be “One Way” from North to South and when required may be suspended.
24) CSTC buses plying along Manicktala Main Road between Kankurgachi and E M Bye Pass will avail Kankurgachi crossing, CIT Road, Bagmari Road to E M Bye Pass for up and down journey.
25) Auto Rickshaws of Rt. Kankurgachi to Karunamoyee shall be shifted to Ramkrishna Samadhi Road from Manicktala Main Road and avail Manicktala Main Road, CIT Road, Ramkrishna Samadhi Road, Jagadyan Lane to E M Bye Pass for up and down journey.
26) Taxies will not be allowed to ply on Manicktala Main Road between CIT Road and E M Bye Pass.
27) Auto Rickshaws of Route Alambazar to Sinthi should be restricted at Tobin Road.
28) Mini Buses of Rt. Sinthi to Chetla should be shifted to Ghosh Para (near CESC office).
29) Aurobinda Sarani between APC Roy Road and J M Avenue shall be “One Way” from West to East.
30) No vehicles shall take right turn at M G Road and C R Avenue crossing from North to West and no vehicles shall take right turn at M G Road and C R Avenue crossing from M G Road from West to South and East to North, as and when considered necessary.
(B) C E N T R A L K O L K A T A
1) B.B. Ganguly Street shall be “One Way” from West to East between College Street and Raja Ram Mohan Roy Sarani. It will be “Both Way” upto C R Avenue as and when required.
2) Muktaram Babu Street between C.R. Avenue and Bidhan Sarani shall be “One Way” from East to West.
3) Entry into Giri Babu Lane shall be prohibited from B.B. Ganguly Street.
4) Raja Ram Mohan Roy Sarani between B.B. Ganguly Street and Vivekananda Road shall be “One Way” from South to North, except for Tram Cars, as and when considered necessary by the police on duty.
5) College Street / Bidhan Sarani shall be “One Way” from North to South between Vivekananda Road and B.B. Ganguly Street.
6) No Buses or Mini Buses shall stop on C.R. Avenue between M. M. Burman Street and Colootola Street.
7) Bentinck Street and Amherst Street will remain open for South to North. College Street, Bidhan Sarani, Lock Gate Fly Over (till 22.00 hrs) will remain open for North to South. S N Banerjee Road and Beadon Street will remain open for East to west. Lenin Sarani and Keshab Chandra Sen Street will remain open for West to East.
8) Strand Bank Road between Cross Road (V) and Sovabazar Street shall be One Way from South to North.
9) Strand Road (N) and Strand Road between Nimtala Ghat Street and Kali Krishna Tagore Street shall be One Way from North to South and vehicular traffic will be diverted along M G Road.
10) Rabindra Sarani between Mahatma Gandhi Road and Kali Krishna Tagore Street shall be Both Way, if required.
11) Madan Mohan Tala Street between Rabindra Sarani and Jatindra Mohan Avenue shall be One Way from West to East.
12) Buses of route No. 3A, 3C, 3C/1, 3D, 47 & 47A, for Up journeys, shall take B.B.Ganguly Street, Amherst Street, M.G. Road and then to A.P.C.Roy Road as and when considered necessary by the police on duty.
13) Vivekananda Road between C R Avenue and Rabindra Sarani shall be made One Way from West to East. Similarly K K Tagore Street between Rabindra Sarani and Kalakar Street shall be made One Way from West to East, as and when considered necessary.
(C) S O U T H K O L K A T A
1) Darga Road shall be “One Way” from North to South, as and when considered necessary.
2) New Park Street shall be “One Way” from East to West from No. 4 Rly. Bridge to Cong. Exhibition Road crossing and upto 7 point crossing southern flank only as and when considered necessary.
3) Lake Road shall be “One Way” from West to East from Sarat Bose Road to Lake View Road
4) Kimber Street shall be “One Way” from North to South, as and when considered necessary.
5) Surawardy Avenue shall be “One Way” from West to East, as and when considered necessary.
6) Meher Ali Road and M. L. Mitra Road will be “One Way” from South to North, as and when considered necessary.
7) Sadananda Road between R B Avenue and Hazra Road shall be “One Way” from North to South.
8) Kali Temple Road shall be “One Way” from West to East between Kalidas Patitundi Lane and S. P. Mukherjee Road.
9) Kali Das Patitundi Lane shall be “One Way” from North to South.
10) Purna Das Road shall be “One Way” from West to East. If required, vehicles including buses and mini buses shall be diverted from Golpark towards West along Purna Das Rd, right turn to Jatin Bagchi Road to Rash Behari Avenue. Similarly, vehicles including buses and mini buses shall be diverted from Rash Behari Avenue towards East along Purna Das Road to Gol Park, i.e. portion of Purna Das Road in between Gol Park and Jatin Bagchi Road will be “Both Ways”.
11) Suburban School Road shall be “One Way” from East to West between Harish Mukherjee Road and Gopal Banerjee Road.
12) Sevak Baidya Road shall be “One Way” from East to West.
13) Motilal Nehru Road (from Hazra Road crossing), portion of Monohar Pukur Road and Lake View Road (upto Southern Avenue) shall be “One Way” from North to South.
14) If required, Motilal Nehru Road between Monohar Pukur Road and Rash Behari Avenue (near Priya Cinema) shall be “One Way” from North to South.
15) Monoharpukur Road in between S P Mukherjee Road and Sarat Bose Road shall be made “One Way” from West to East.
16) Broad Street shall be “One Way” from West to East.
17) Bondel Road shall be “One Way” from East to West.
18) Rifle Range Road between Broad Street and Bondel Road shall be “One Way” from North to South.
19) Garcha Road shall be “One Way” from East to West.
20) Chakraberia Road shall be “One Way” from East to West, as and when considered necessary.
21) Jatin Das Road in between Sarat Bose Road and Lake View Road shall be “One Way” from East to West.
22) Fern Road, Hindusthan Park Road & Jatin Bagchi Rd. shall be “One Way” from South to North.
23) Fern Place, Mani Mukherjee Road, Kankulia Road shall be “One Way” from North to South.
24) Cornfield Road shall be “One Way” from North to South.
25) Ballygunge Place (the lane of Kolkata Telephone office) shall be “One Way” from South to North.
26) Ballygunge Place (the lane of South Point School) shall be “One Way” from North to South.
27) Tilak Road shall be “One Way” from East to West, as and when required.
28) Ritchie Road between Ballygunge Circular Road and Hazra Road crossing shall be One Way from North to South and Earl Street shall be South to North (Lanes, by lanes leading to Earl Street should be No Entry for all vehicles except property line vehicles).
29) Palit Street between Sarat Bose Road and Richie Road shall be “One Way” from West to East.
30) Harish Mukherjee Road between Hazra Road and A.J.C. Bose Road may be “One Way” from South to North from 15.00 hrs.
31) Vehicular traffic approaching Park Circus Maidan from the West and South shall proceed around the Gyratory to Surawardy Avenue, Darga Road, No. 4 Rly Bridge or New Park Street, Congress Exhibition Road. Vehicular traffic approaching from C.I.T Road shall proceed along Darga Road, No. 4 Rly Bridge or New Park Street, Congress Exhibition Road and Syed Amir Ali Avenue, as and when considered necessary.
32) Entry into Orient Row shall be prohibited from New Park Street, as and when considered necessary.
33) Right Hand Turn from R.B. Avenue into Sarat Bose Road (Lansdowne Road) towards North and South shall be allowed as and when possible.
34) Entry into Balaram Bose Road shall be prohibited from Harish Mukherjee Road.
35) No Bus shall stop on Hazra Road between Priyanath Mullick Road and Harish Mukherjee Road.
36) Buses of route No.42 shall move along Sarat Bose Road (Lansdowne Road) and Meghnath Saha Sarani (Southern Avenue) and then to S.P.Mukherjee Road for South bound journeys and move from S.P.Mukherjee Road and Hazra crossing towards East along Hazra Road and then on to Sarat Bose Road for North bound journeys, as and when considered necessary by the police on duty.
37) South bound vehicles on Gariahat Road except Buses and Mini Buses shall be channelised via Hazra Road, Sarat Bose Road, Southern Avenue, in case of extreme necessity.
a) Auto Rickshaws shall not be allowed to ply towards North beyond Sukanta Setu. They should be diverted from Sukanta Setu and take ‘U’ turn from further south.
b) Auto Rickshaw coming from Golf Green shall not be allowed to ply along Prince Anwar Shah Road. They will also not be allowed to take ‘U’ Turn at Lords Bakery, ‘U’ turn should be taken from further South.
c) Auto Rickshaws shall not be allowed to ply along entire stretch of Rash Behari connector including Bijon Setu from Ruby Hospital to Bijon Setu in both the directions. They will be diverted from Rubi towards Siemens, Rubi Park, Rajdanga Main Road, B B Chatterjee Road upto R B Connector via any artillery roads.
d) Auto Rickshaws coming from Alipore Road shall not be allowed towards East from Chetla Central Road crossing and Alipore Road crossing.
e) Auto Rickshaws shall not be allowed to ply towards North from D. P. Shasmal Rd & NSC Bose Rd crossing. They should be taken ‘U’ turn from Tollygunge Metro Stn. or further south.
f) Auto Rickshaws of Topsia to Park Circus route shall not be allowed to ply towards West from Eastern slope of No. 4 Railway Bridge. Instead their terminus will be inside Tiljala Road near Eastern slope of No. 4 Railway Bridge.
g) Auto Rickshaws shall not be allowed to ply towards North along Biresh Guha Street after Loha Pool.
h) Auto Rickshaws shall not be allowed to ply towards North along Syed Amir Ali Avenue beyond the crossing of Jhawtala Road.
i) Auto Rickshaws of Dharmatala to Park Circus route shall not be allowed to ply towards East beyond Karaya Road and Park Street crossing. Instead they shall take Karaya Road towards South, Shakespeare Sarani towards West and A J C Bose Road.
38) a) North Bound vehicles coming from South on Prince Anwar Shah Road, except Buses and Mini Buses, shall be diverted along Prince Anwar Shah Road, Lake Gardens Fly Over and further onwards, as and when considered necessary.
b) North bound Buses and Mini Buses which take left turn from Gariahat crossing for westward journey along Rash Behari Avenue shall be diverted along Gol Park, Southern Avenue, Sarat Bose Road, etc.
c) Autos should not be allowed to ply (i) along Hazra Road, (ii) Prince Anwar Shah Road (iii) Gariahat Road and Gariahat Road (South), (iv) Rash Behari Avenue and Rash Behari connector, (v) Prince Anwar Shah connector West of Ganguly Pukur, (vi) Bondel Road, (vii) S P Mukherjee Road, (viii) D P Sashmal Road, (ix) Tollygunge Circular Rd, (x) Chetla Central Road.
d) No Buses and Mini Buses, meant for Gol Park or Jadavpur or further South, shall be allowed to ply along Rash Behari Avenue towards East from Sarat Bose Road crossing. These Buses and Mini Buses shall ply along Sarat Bose Rd, Southern Avenue, Gol Park for Dhakuria Bridge.
39) The following Bus and Mini Bus termini shall be shifted :
a) Route No. 37, 47 and 47A from Dhakuria to Golf Green.
b) Route No. 240 from the crossing of Gariahat Road (South) and Prince Anwar Shah Road to Golf Green.
c) Route No. L-9, 221, from Gol Park to the western side lane of Vivekananda Park off Southern Avenue.
d) Jodhpur Park Mini Bus Stand shall be shifted to Prince Anwar Shah Road connector near Surya Sen Bhawan.
40) Private Buses of route No. 18 & 18A shall be diverted along Alipore Road, A.J.C. Bose Road, Munshi Prem Chand Sarani (St. Georges Gate Road), Strand Road to Band Stand on both Up and Down journeys.
41) Buses of Route No. 17 from Chetla to Howrah shall not be allowed to ply along Chetla Central Road, instead they may be diverted from Alipore State Bank.
42) Park Street and Shakespeare Sarani shall be “One Way” from West to East and East to West respectively from 13.00 hours to 24.00 hrs between AJC Bose Road and Park Circus 7 point crossing, as and when considered necessary.
43) If required, South bound vehicles along Gariahat Road shall be channelised through Gariahat Flyover from near Pantaloon Showroom, except Bijon Setu bound buses, mini buses and property line vehicles, which shall be allowed to proceed towards South along Gariahat Road beside the eastern side of Flyover from Pantaloon Showroom and take left turn to Rash Behari Avenue for eastward journey.
44) If required, North bound vehicles intend to ply towards Ballygunge Phanri from Golpark shall be channelised through Gariahat Flyover, except Bijon Setu bound buses and mini buses including property line vehicles, which shall be allowed to proceed towards north along Gariahat Road beside the western side of Flyover from Golpark and take right turn to Rash Behari Avenue for eastward journey.
45) No vehicles shall be allowed to take right turn from Rash Behari Avenue to Gariahat Road in the direction from East to West towards North. They shall be diverted towards south along Gariahat Road from Rash Behari Avenue and move around Golpark to take Gariahat Flyover for northward journey. Similarly, no vehicles shall be allowed to take Right turn from Rash Behari Avenue on to Gariahat Road in the direction from West to East towards South, but they shall be allowed to take left turn for northward journey along Gariahat Road.
Vehicles other than Buses and Mini Buses intend to ply towards North along Gariahat Road from Bijon Setu shall be allowed to avail Rash Behari Avenue, Cornfield Road, Swinhoe Street, Gariahat Road in case of extreme emergency.
46) Buses and Mini Buses shall not be allowed to ply through Swinhoe Street (Anil Moitra Road), Cornfield Road.
47) Vehicles coming from north of Kolkata along VIP Road & EM Bye Pass will avail CIT Road from Ultadanga crossing, Manicktala Main Road, Narkeldanga Main Road and Beliaghata Main Road to enter city and then proceed southward taking any of the main roads, like A.P.C.. Roy Road, A.J.C. Bose Road, C.R Avenue, J.L Neheru Road, Ashutosh Mukherjee Road, S.P.Mukherjee Road, D.P.Sasmal Road, Sarat Bose Road, Syed Amir Ali Avenue etc.
48) All small vehicles going to Bijon Setu and R.B.Connector from north will take left turn from Gariahat Road on to Swinhoe Street and follow Cornfield Road, Rash Behari Avenue etc.
49) In case of any emergent situation, like overcrowding and/or serious congestion along Rash Behari Avenue connector the “One Way” system along Ballygunge Place, Swinhoe Street will be reversed. Vehicles intend to come out from Rash Behari connector via Bijon Setu towards west, will be diverted via Rash Behari Avenue, Cornfield Road, Swinhoe Street, Gariahat Road or along Rash Behari Avenue towards west etc. and to avoid Rash Behari Avenue connector east bound traffic along Rash Behari Avenue from Gariahat Road crossing will be diverted towards south and/or north along Gariahat Road.
50) Bus Stand of Route 72 on Surawarthy Avenue will change their direction from the crossing of Dr. Sundari Mohan Avenue and Gorachand Road.
51) Bus Stand of Route 202, 24, 24A on Topsia Road shall be shifted to the connecting roads beside E M Byepass, if required.
52) Manoharpukur Road from S P Mukherjee Road to Sarat Bose Road will move towards West to East as and when considered necessary.
53) Nandalal Jew Road will move from East to West, as and when considered necessary.
54) No vehicles shall be allowed to take ‘U’ turn or Right turn on Prince Anwar Shah Road in between Jadavpur PS to Dhaka Kalibari, as and when considered necessary.
55) 3B Buses will proceed along north from Rash Behari crossing, instead of taking left towards R B Avenue further west.
56) Balmiki Road shall be “One Way” from East to West.
57) Priya Nath Mullick Road shall be “One Way” from South to North.
58) Buses of Route No. GL-3 (CSTC) and Mini Bus of Route Thakurpukur to Ultadanga shall ply along D H Road, Sahapur Road, D P Sashmal Road, S P Mukherjee Road, Southern Avenue, Gariahat Flyover, Amir Ali Avenue, Park Circus, Parama Island for northward journeys.
59) Buses of Route No. 76 and Nabadiganta to Taratala shall ply along E M Bye Pass, Parama Island, Park Circus, Syed Amir Ali Avenue, Gariahat Flyover, Southern Avenue, S P Mukherjee Road, D P Sashmal Road, Tollygunge Circular Road.
60) Buses of Route No. 42A shall be diverted from Ashutosh Mukherjee Road and Hazra Road crossing towards north along Ashutosh Mukherjee Road, AJC Bose Road, No. 4 Rly. Bridge, etc. and return route will be same.
61) Buses of Route No. 33 (CSTC) and Pvt. Buses of Route No. 204/1 shall be diverted from Ashutosh Mukherjee Road and Hazra Road crossing towards north along Ashutosh Mukherjee Road, AJC Bose Road, Surharwardy Avenue, CIT Road and return route will be CIT Road, Darga Road, New Park Street, Congress Exhibition Road, Circus Avenue, AJC Bose Road, Exide crossing, Ashutosh Mukherjee Road, Hazra Road.
62) Buses of Route No. 107 (Mini Bus) shall be diverted from Sarat Bose Rd and Hazra Road crossing along Sarat Bose Road, R B Avenue, Gariahat crossing, Bijon Setu, R B Connector on 29.09.2014 & 02.10.2014 and on 30.09.2014 & 01.10.2014 will be via Ruby Island, E M Bye Pass, Park Circus Connector, AJC Bose Road, Exide crossing, J L Nehru Road, Dharmatala, Howrah & return journey will be via J L Nehru Road, Exide crossing, Minto Park, No. 4 Rly. Bridge, P C Connector, Parama Island.
63) Buses of Route No. C4, C8, GL-3, Ultadanga to Taratala CSTC and Pvt. Bus 18B/1 and Mini Bus Route Satyabala to Kasba shall ply from 01.10.2014 to 03.10.2014 via Southern Avenue, Gariahat Flyover, Parama Island and via Hazra crossing, Ashutosh Mukherjee Road, Exide crossing, Parama Island.
64) Buses of Route No. S4, Pvt. 67) Buses of Route No. 212 shall ply via Prince Anwar Shah Connector, Jibananda Setu, Gariahat Road (South), instead of Haltu Main Road, B B Chatterjee Road, Bijon setu on 29.09.2014, 01.10.2014 and 03.10.2014. 70) Buses of Route No. C-14/1 (CTC) shall ply via Tollygunge, Gariahat Flyover, P C Connector, Parama Island on 30.09.2014 & 01.10.2014, for route C-2 shall ply along Gariahat, P C Connector, Parama Island on 01.10.2014 and 02.10.2014, for route VS-3 shall ply via Prince Anwar Shah Connector, E M Bye Pass on 01.10.2014 & 02.10.2014, for route VS-10 shall ply from Kudghat via Prince Anwar Shah Connector, E M Bye Pass on 01.10.2014 & 02.10.2014.
71) Buses of Route Joka to Ruby shall ply through Jadavpur, Ruby via Prince Anwar Shah Connector on 01.10.2014 & 02.10.2014 and for route Harinavy to BBD Bag shall ply via Prince Anwar Shah Connector on all the Puja days.
72) Peary Mohan Roy Road shall be “One Way” from North to South, as and when required.

4) No vehicles shall be allowed to take ‘Right Turn’ on Sukanta Setu towards South Road. These vehicles shall take Avenue South Road and Park Terrace.
5) South bound Autos of Raja Subodh Ch. Mullick Road of Route Garia – Gol Park & Garia – Jadavpur shall not find entry along Raja S C Mullick Road from Sudakshina.
6 No Auto Rickshaws should be allowed to park near Bansdroni Govt. Colony Road and Roy Nagar Naskar Para Road crossing.
7) Auto Rickshaws shall not be allowed to ply along entire stretch of Rash Behari Connector including Bijon Setu from Ruby Island to Bijon Setu on both directions. Instead they will be diverted from Ruby towards Siemens, Ruby Park, Rajdanga Main Road, B B Chatterjee Road upto R B Connector crossing.
8) DPP Road in between NSC Bose Road to Sri Guru Sangha shall be ‘One Way’ from South to North or restricted for vehicular traffic, as and when considered necessary.
(E) S O U T H W E S T K O L K A T A
1) North bound Buses and Mini Buses of James Long Sarani shall be diverted from Diamond Park towards Diamond Harbour Road. If required, South bound Buses and Mini Buses along James Long Sarani shall also be regulated as and when considered necessary.
2) Auto Rickshaws stands along D H Road shall be shifted on the reserved Tram Track (Centre of the Road). These Autos shall be parked parallel to the kerb, not more than 5 numbers at a time.
3) Slow moving vehicles shall be restricted to ply, stand or park along D H Road/Biren Roy Road (W), Banamali Naskar Rd, Arya Samity Rd, Panchanantala Rd, M G Road, James Long Sarani.
4) Terminus of all Buses and Mini Buses on D H Road shall be shifted to State Garage.
5) No vehicles will be allowed to move along Banamali Naskar Road from West to East between Banerjee Para Road and D H Road.
6) No vehicles will be allowed to get entry along Arya Samity Road from D H Road crossing, except property line vehicles till 18.00 hrs.
7) Both bound Buses of Banamali Naskar Road shall be diverted along Taratala Road, CSTC Garage, Parnashee Jheel then to Parnashee Bus Stand and vice versa. Auto Rickshaws with passengers will be allowed to get entry from D H Road from East to West only. East bound Auto Rickshaws and property line vehicles along Banamali Naskar Road shall be diverted from Banerjee Para Road crossing then Pathak Para Road to D H Road and will terminate at western side of D H Road near the crossing of Banamali Naskar Road.
8) No vehicles will be allowed to ply inside Metro Park from Raja Ram Mohan Roy Road crossing.
9) M G Road will remain ‘One Way’ from North to South from Karunamoyee crossing to Banerjee Para Road crossing. Buses and Mini Buses from south to north will not be allowed along M G Road in between Banerjee Para Road and Julpia Road crossing. All the vehicles including Buses and Mini Buses may be allowed to ply towards south from Karunamoyee crossing to Banerjee Para Road crossing.
M G Road will remain both way in between Siriti More and Karunamoyee Bridge, Banerjee Para Road and M G Road crossing to Julpia Road and M G Road (Kabardanga More) crossing, except north bound Buses and Minibuses and Julpia Road and M G Road (Kabardanga More) crossing to D H Road and M G Road crossing (3A Bus Stand).
10) North bound Auto Rickshaws, Two Wheelers and Four Wheelers along M G Road will be diverted via Ustad Amir Ali Khan Sarani to Motilal Gupta Road towards Raja Ram Mohan Roy Road, B L Shah Road to Karunamoyee Bridge.
11) Buses/Mini Buses of Route No. 40A, 40B, 257, MS-1, Kalitala to Howrah (M. Bus) of M G Road, S-31, SD-4/1, 21 of Santosh Roy Road, which will be negotiated through Janakalyan Road may be diverted towards north from Janakalyan Road and J L Sarani crossing to avail Raja Ram Mohan Roy Road, M G Road to Karunamoyee Bridge for their north bound journey.
Return journey of Bus Route No. S-31, SD-4/1, 21 may be diverted along Raja Ram Mohan Roy Road from Siriti More, instead of M L Gupta Road, Santosh Roy Road and thence to Biren Roy Road (East) to D H Road.
12) Biren Roy Road East between D H Road and James Long Sarani will remain ‘One Way’ from East to West.
13) Janakalyan Road will remain ‘One Way’ from West to East from D H Road and all the buses (Routes 40B, 257, 40A, SD-4/1, 40, MS-1, Kalitala to Howrah M. Bus) will be negotiated through that road and will take right turn on to James Long Sarani and will go via Santosh Roy Road, Motilal Gupta Road, Raja Ram Mohan Roy Road, B L Shah Road to Karunamoyee Bridge towards North bound journey.
14) Mini Buses of Route Haridevpur to Howrah shall be terminated at the northern end of Karunamoyee Bridge.
15) Vehicles (except Buses/Mini Buses) along Motilal Gupta Road and Dharapara towards M G Road will be diverted via Metro Park to take Raja Ram Mohan Roy Road, etc.
16) Buses/Mini Buses/Auto Rickshaws will not find entry along Santosh Roy Road and will remain ‘One Way’ from West to East only for Pvt. Cars and property line vehicles from D H Road crossing.
17) CSTC Bus Terminus of Route 3A/1 shall be temporarily shifted to State Garage at Thakurpukur from Roy Bahadur Road (from Panchami to Navami).
18) Buses shall not be allowed to ply on Biren Roy Road (East) in between James Long Sarani and D H Road crossing on all the Puja days, as and when considered necessary.

(IX) Route to Ghats -
1) On Immersion days, route of Mysore Ghat, Keoratala Burning Ghats, Adi Ghat on the South of Hazra Road shall be via R.B. Avenue, Kalighat Road and Tollygunge Road.
2) On Immersion days, route to Ghats on Adi Ganga, North of Hazra Road, shall be as follows :
Hazra Road, Harish Mukherjee Road, Balaram Bose Ghat Road, Harish Chatterjee Street and go out by Harish Chatterjee Street and Hazra Road.
3) On Immersion days, vehicles carrying images shall proceed to the Ghats on the South Moorings (Strand Road) South of Gosthapal Sarani (Kingsway) via Gosthapal Sarani and Strand Road. After immersions the vehicles shall leave Strand Road towards South i.e. St. Georges Gate Road.
Similarly vehicles carrying images shall proceed to Baza and Kadamtala Ghat on Strand Road from Ghothapal Sarani and after immersion the vehicles shall leave Strand Road towards North.
4) Vehicles carrying images bound for Jagannath Ghat shall move along Vivekananda Road, K. K. Tagore Street and Cross Road No. 5.
5) Image carrying vehicles should not be allowed to ply on AJC Bose Road Fly Over.
6) On Immersion days, route of Kumartuli Ghat on the North shall be via Jatindra Mohan Avenue, Madan Mohan Tala Street, Rabindra Sarani, Durga Charan Banerjee Street, Strand Bank Road.
7) On Immersion days, route of Sovabazar Ghat, Ahiritola Ghat on the North shall be via Jatindra Mohan Avenue, B K Pal Avenue, Nimtala Ghat Street, Maharshi Debendra Road, Ahiritola Street, Strand Bank Road.
8) On Immersion days, route of Nimtala Ghat on the North shall be via Jatindra Mohan Avenue, B K Pal Avenue, Nimtala Ghat Street, Strand Bank Road.
From East and Central Kolkata for Nimtala Ghat, Ahiritola Ghat, Sovabazar Ghat shall be via C R Avenue, J M Avenue, Beadon Street, Nimtala Ghat Street, Strand Bank Road.
(X) Vehicular traffic shall be regulated in the manner indicated against each from 15:00 hrs. till immersion processions are over on 03.10.2014 (if required), 04.10.2014, 06.10.2014 and 08.10.2014.
1) Harish Chatterjee Street shall be “One Way” from North to South.
2) Balaram Bose Ghat Road shall be “One Way” from East to West.
3) Gosthapal Sarani (Kingsway) shall be “One Way” from East to West, likewise Kshudiram Bose Road shall be “One Way” from West to East.
4) Sovabazar St shall be “One Way” from West to East i.e. from Strand Bank Rd to Rabindra Sarani.
5) Beadon Street shall be “One Way” from East to West.
6) Nimtala Ghat Street shall be “One Way” from East to West.
7) Durga Charan Banerjee Road shall be “One Way” from East to West.
8) Strand Bank Rd from Nimtala Ghat St to Sovabazar St shall be “One Way” from South to North.
9) Ratan Babu Road shall be “One Way” from East to West.
10) Pramanick Ghat Road shall be “One Way” from West to East.
11) Vehicles carrying images coming to South side of Nimtala Ghat shall go out via Strand Bank Road and Armenian Ghat etc. Those going to Ghats North of Nimtala Ghat Street shall go out via Sovabazar Street.
12) No immersion processions will be allowed along C R Avenue & J M Avenue and along Vivekananda Rd towards West from C R Avenue crossing and on K K Tagore St, if required.
13) Vehicular Traffic along Regent Estate, Layalka Lane will be regulated as and when considered necessary. No immersion procession will be allowed to come from Regent Estate Library from North towards South, they will avail Layalka Lane – Raipur Road – Regent Estate.
14) No North bound movement will be allowed from Netaji Nagar side.
15) No immersion procession will be allowed to come towards Parnashree Jheel from North West Corner of the Pond, they will be diverted to take Banamali Naskar Road / Upen Banerjee Road thence to the Eastern side – Northern side – Western side- for dispersal. No Vehicular traffic will be allowed in the immersion route.
16) Strand Road between Cross Road V to Nimtala Ghat Street shall be “One Way” from North to South.
(XI) 1) Tram Cars and Buses on Bidhan Sarani, College Street and Rabindra Sarani shall be suspended from 15:00 hrs. onwards, as and when considered necessary by the police on duty.
2) North bound Buses along Bidhan Sarani shall be diverted via Vivekananda Road and APC Roy Road to the terminus and South bound Buses shall be diverted from Shyambazar 5 point crossing along APC Roy Road and Vivekananda Road according to the direction of the police on duty.
3) Buses of suburban routes now having terminus on Strand Road and Eden Gardens, Band Stand shall be shifted to Kiran Sankar Roy Road on 04.10.2014, 06.10.2014 and 08.10.2014 from 13:00 hrs. to 04:00 hrs. Likewise, the Buses having terminus on Kshudiram Bose Road shall also be shifted to the aforesaid road on the aforesaid dates and times.
On those days, they shall proceed via R R Avenue, Govt. Place East, B.B.D Bag (South), Hare Street, Strand Road and terminate on Kiran Sankar Roy Road.During the return journey, those buses shall move along Strand Road, Fairlie Place, around B.B.D Bag, Old Court House Street, Govt. Place East and then take normal route.
4) Up and Down journeys of Bus route no. 15 shall be via Howrah Bridge Approach Road, M.G.Road, C.R.Avenue, Vivekananda Road, APC Roy Road to destination. Up and Down journeys of Bus route no.11 and 11A shall be via Howrah Bridge, M. G. Road, Rabindra Sarani, Vivekananda Road and APC Roy Road to and from Howrah.
(XII) This year Navami and Dashami falls on the same day i.e. on 03.10.2014 and also the 1st day of Immersion. Therefore these Regulations may be changed as and when considered necessary on the day (03.10.2014) keeping in view of the above object.
(XIII) Buses plying along Paharpur Road will be diverted along Taratala Road and Garden Reach Road from 15:00 hrs. and till such time the police considers it necessary on and from 29.09.2014 to 04.10.2014, 06.10.2014 and on 08.10.2014 everyday.
Movements of Buses will also be restricted along Garden Reach Road and will either terminate at Ramnagar crossing or Kanchi Sarak from 15:00 hrs. on 03.10.2014 (if required), 04.10.2014, 06.10.2014 and 08.10.2014 in view of immersions at Bichalighat.
(XIV) VEHICULAR TRAFFIC MAY ALSO BE DIVERTED FROM ANY OF THE ARTERIAL AND FEEDER ROADS BY TRAFFIC POLICE ON DUTY AS AND WHEN CONSIDERED NECESSARY IN THE INTEREST OF THE PUBLIC ON 29.09.2014, 30.09.2014, 01.10.2014, 02.10.2014, 03.10.2014, 04.10.2014, 06.10.2014 AND 08.10.2014.
(XV) PEDESTRIAN TRAFFIC MAY BE REGULATED FROM ANY OF THE ROADS/ STREETS AND THOROUGHFARES WITHIN THE CITY BY POLICE ON DUTY AS THE SITUATION DEMANDS ON 29.09.2014, 30.09.2014, 01.10.2014, 02.10.2014, 03.10.2014, 04.10.2014, 06.10.2014 AND 08.10.2014.
(XVI) These regulations shall be enforced in addition to the other normal restrictions on those days, which are not repugnant to above.

Sev bhaji - My cooking skill - Marathi Style with bengali mix
Sev bhaji - My cooking skill
I love to cook. I am a good chef(my friends and family say). I thought why not share this with the world.
This is a Maharastrian cuisine and I love this dish.
I will start a new blog about cooking where people can share their recepie and I will ensure to upload some good recepie which we cant get in any hotel i.e. Recepie of the people which usually cooked in the inner village area.
Its a spicy gravy of Sev( fried besan).
I will share with you how to cook. Try this at home and enjoy.
Ingredients:
2 Onions – small sliced
1 medium sized Tomato- chopped
1 tbsp Ginger-Garlic paste
1/2 tbsp Garam Masala powder
2 tsp Red chili powder
1 tsp Dhania powder
1 tsp jeera powder
Pinch of jeera
1 tsp Haldi/Turmeric powder
2 Curry leaves
Coriander leaves, and lemon pieces for garnishing.
Oil for cooking
Salt to taste
Method:
Add oil in a pan, add curry leaves and jeera.
After few seconds add chopped onions and cook till it become golden in colour.
Now add the ginger garlic paste, turmeric powder, dhania powder and jeera powder, red chilli powder and fry it till masala smells
Now add tomato to it and salt to taste and let tomato to mix properly
Add water so that that it not become medium thick gravy. Cook it for 5 minutes.
Remove it from heat and add Sev in it and cover it with a lid.
Serve it after 3-4 minutes.
